Traveline Cymru introduces new travel app for Android


Traveline Cymru has added a brand new offering to its range of mobile services, with the introduction of a free application for Android phones.

The bilingual travel app joins an already successful app for iPhone and a suite of other mobile services giving travellers access to up-to-date public transport information while they are on the move. It is the first of its kind to be produced for Android phones in Wales and one of very few bilingual Welsh apps available.

The app contains far more information than traditional free applications, allowing people to plan their journey, find nearby bus stops and bus routes, locate park and ride sites, view regular travel alerts and disruptions and access contact details for bus and rail companies.

This information is going to be particularly useful to travellers in the coming winter months meaning that they can avoid waiting at cold, wet bus stops and find out if their journeys are disrupted by winter weather conditions.

On the latest development, Graham Walter General Manager for Traveline Cymru said: "We're delighted that we're now able to offer Android users the opportunity to access Traveline information from their mobile phones. The ability to provide information on the move is key to our market and by providing the application free of charge, the value for money that we're offering both the end user customer and the Welsh Government who fund our services, is an essential part of what we do."

Traveline Cymru Ambassador, Iolo Williams is a great supporter of the continued developments Traveline make on their quest to encourage the people of Wales to travel more sustainably. He said: "It is when you're out and about that you really need to have travel information at your fingertips so this app is a great idea. It's free to download and simple to use, I would certainly recommend that people download it as you never know when it will come in useful."

WelTAG - Bow Street and Carno

At its meeting on 25th May, the TraCC Board approved the WelTAG (transport appraisal) Report on the proposals to open two new railway stations at Bow Street (near Aberystwyth, Ceredigion) and Carno (Powys).  The transport appraisal work follows successful petitioning of the National Assembly for Wales by representatives of the local community in Carno (2007) and the completion of the TraCC Rail Utilisation Study by Capita Symonds (2010), the latter identifying Bow Street also as a potential location for a station.  In the case of Carno, TraCC undertook to complete the business case initially developed in draft form by the Carno Station Action Group (CSAG). 

The final WelTAG Report is considered robust, both in terms of meeting industry standards on assessment, and in terms of addressing issues raised by local community groups. The Report demonstrates a high Benefit Cost Ratio of 2.2 for a Bow Street station and in the case of Carno, the corresponding Benefit Cost Ratio is lower because of the smaller population, but, as with Bow Street, the report identifies important additional social benefits, such as improving access to employment and reducing social exclusion.

Having worked closely with representatives of the two local communities, TraCC has now requested a meeting to present the final Report to Carl Sargeant, the Minister for Local Government and Communities and seeks for both new stations to be included in the Welsh Government's Rail Forward Programme.

Councillor Trevor Roberts, Chair of TraCC adds: "TraCC has responded positively to the request of the National Assembly's Enterprise and Learning Committee and has completed the WelTAG Report. The final Report clearly demonstrates that there is a strong case for the Welsh Government and Rail Industry in Wales to include plans for these two new stations in their future investment programmes and I would urge them to do so at their earliest opportunity".

Regional Transport Consortia Grant 2011-12

Trafnidiaeth Canolbarth Cymru (TraCC), the Regional Transport Consortium for Mid Wales has now received confirmation of funding for the 2011/12 financial year to help deliver its Regional Transport Plan (RTP). 

TraCC submitted its Regional Transport Delivery Plan for 2011/12 to the Welsh Assembly Government at the end of February 2011.  The Delivery Plan was prepared in accordance with Welsh Assembly Government Guidance.  This was the first occasion TraCC had been required to prepare a Delivery Plan and in addition to Regional Transport Plan (RTP) Capital Grant, TraCC was also required to include delivery schedules for a regional Road Safety Capital Grant (formerly local authority Local Road Safety Grant) and for Ceredigion County Council's Aberystwyth Sustainable Travel Centre project.

In a letter dated 31st March, TraCC and its local authorities received confirmation of the availability of funding for 2011/12.  The letter states that the Minister (Ieuan Wyn Jones) has approved the availability of up to £27.01 million across Wales to support Regional Transport Plan (RTP) and Road Safety Capital Grant delivery schedules in 2011-12.

The allocation for the TraCC region (Mid Wales) in 2011-12 is up to £3.359 million.  This represents only a 13.7% share of available RTP Capital Grant across Wales.  The full regional funding allocation is included below.

It should be noted that in preparing the RTP Capital Grant Programme for 2011/12, TraCC was constrained by an indicative allocation that already showed a 10% reduction in available funding (from 2010/11).  There were also commitments to continue or complete delivery of individual schemes that have started and are regional priorities.  These include Pont Briwet, Penrhyndeudraeth road/ rail bridge replacement (£1.1 Million) and a passenger transport interchange improvements package worth £615,000 (including  Aberystwyth Passenger Transport 'Gateway').  In addition there has been a 20% reduction from 2010/11 in Road Safety Capital Grant (formerly LRSG) that has been made available to the local authorities on a regional basis.  Therefore, some difficult decisions on the inclusion (or not) of some packages or individual schemes were required to be taken by TraCC. At its meeting of 11th March 2011, the TraCC Board approved the Delivery Plan.

At the time of writing, there is no reference to the continued availability of funding for the Aberystwyth Sustainable Travel Centre (STC) project being delivered by Ceredigion County Council - or for further roll-out of similar projects elsewhere in future years.  There is as yet no reference to the continued funding of a TraCC Regional Travel Plan Co-ordinator (Revenue funding to continue to employ an officer within the TraCC Core Team to support the Sustainable Travel Centres project.  It is understood that a different Minister may be responsible for announcing availability of this budget and a proposal is awaiting submission.

In most cases, Capital Grant funding is provided directly to each TraCC local authority and they will be responsible for managing the delivery of individual projects/ schemes within budget and to agreed timescales.  Local authorities are also responsible for submitting financial claims and reporting of progress to the Assembly Government.   The requirement to manage and report on delivery of the overall TraCC Capital programme is managed by the TraCC Programme Group on behalf of the TraCC Board.   Approval processes allow for the movement of in-year funding within and between local authorities and across the TraCC Capital Programme.  The TraCC Core Team based in Aberystwyth provides the necessary support and advice to the TraCC local authorities and Board.

During the Summer, TraCC local authorities will commence work on developing the proposed Delivery Plan for 2012/13.
