The 8 Stages in Setting up a Travel Plan

Where do I start in producing a Travel Plan:

There are 8 steps to producing a Successful Travel Plan. Breaking these down into bite size chunks will make the whole process much easier and produce the best results.

Firstly;

  • Collect information about your site.
  • Collect information on the main issues e.g. lack of parking, perceived lack of buses, recruitment issues.
  • Refer to the 8 steps.

Step 1 - Secure Senior Management Support

 It is imperative for the success of your Travel Plan to seek Senior Management support from the onset as you will need them to:

  • Lead by example
  • Fund the Travel Plan
  • Secure the release of staff time for work concerned with the travel plan
  • To give backing and go ahead for any changes in working practices that comes about from implementing the plan.

To ensure that you are successful in securing the support of senior management you should provide a sound business case for implementing a Travel Plan. These could include providing examples of the issues and problems needing change such as:

  • Parking Problems
  • Recruitment Problems
  • High attrition (staff turnover)
  • Attendance issues
  • Motivation of Staff

It is also important to point out the financial, social and employee friendly benefits that a travel plan provides.

 

Step 2 - Identify roles and responsibilities

It is important for the success of your travel plan to have in place a dedicated resource to look after and drive the travel plan forward. This person should be a co-ordinator to work with the employees and employer to provide the most effective travel plan.

The individual would be known as the 'Travel Plan Co-ordinator' and have responsibility for the following:

  • Manage the Travel Plan
  • Be the first point of contact for travel related issues
  • Introduce new initiatives
  • Be responsible for these initiatives
  • Motivate others
  • Organise meetings, steering groups, working groups, focus groups and network with other co-ordinators from other organisations.
  • Ensure delivery of the travel plan
  • Monitor effectiveness of plan and feedback.

Step 3 - Undertake a site and facilities assessment

The time spent filling in this document is important, as it is a means of identifying the barriers to alternative modes of transport compared to solo car use. By carrying out a site assessment you will identify what facilities are available and which need updating.

  • Measure congestion and parking in and around site
  • Check out company policy to identify how policy influences a persons choice of mode
  • Check cycle facilities for all weather cyclists
  • Check pedestrian access
  • Include up to date public transport information and location of bus shelters

You may be able to identify some 'quick wins' from carrying out this survey.

 

Step 4 - Undertake a Staff Travel Survey

By carrying out a staff travel survey or questionnaire you will have a starting point for future monitoring. You will know how many drivers travel alone to your site and also from the answers given be able to identify some quick wins, and longer term phased goals.

Questionnaires should only contain questions relevant to the exercise and should if possible be computer/intranet based to help you in the analysis.

 

Step 5 - Undertake travel audits

Here you can look at the broader picture if necessary, these could include:

  • Business Travel
  • Travel by Visitors
  • Fleet or loan car arrangements

The findings from this will give you your starting points before any actions or measures have been put in place.  

Step 6 - Identify Objectives, targets and indicators

Objectives and targets are a must in terms of travel plan success.

Targets should be measurable and set at a level that is achievable

  • Objectives are the aims of the plan
  • Targets should only be set after all surveys have been analysed

 

Step 7 - Identify measures

Identify your package of measures, these should include incentives to encourage modal shift. There needs to be a mixture of carrots and sticks to help with the travel plans success.

  • Identify quick wins and work on these first.
  • Walking and cycling can be encouraged through, promotion of health benefits, offering interest free loans for bike and safety wear, providing lockers and secure cycle parking etc.

  • Staff discount tickets for use on buses.

Give out public transport information to all visitors and staff

  • Car sharing, promote car sharing via free to use www.midwalescarshare.com having a back up in house emergency get you home scheme in place in case of sickness or emergency for car sharers, cyclists,walkers and public transport users.
  • Home working where possible to reduce cars on site
  • Car parking to include carshare spaces and disabled spaces near to the building.

 

Step 8 (and ongoing) - Monitoring

To check on the continuous success of your travel plan you will need to monitor from the start and continue to measure success. It is important to decide on the following :

  • Which travel modes are you going to concentrate on the most?
  • Who is going to be responsible for the monitoring?
  • How will the monitoring be carried out?
  • How often would you carry out monitoring?
  • How will the information be fed back to staff?
  • Results can reflect what methods of monitoring need to be changed. Focus on different issues may be necessary.

  • Newsletter
  • Notice Boards
  • Focus groups
